Kyouji's Story
Kyouji is a mystery.  Everyone knows he's a mystery.  He knows he's seen as a mystery, and he doesn't care.  Well, check that.  I wouldn't be surprised if he was getting a bit of an amusement kick at the undercurrent of discomfiture that his presence causes.  It's not that he's a nasty freak like Fudo; he's a rather nice, pleasant person, actually.  He's from Babylon City.  Everyone knows this, Kyouji makes absolutely no secret of it.  Yet here he is in Lower Town, complacently following MakubeX's orders like any other good subordinate.

What gets everyone is the "why".  "To observe," Kyouji says blandly, with a tiny, Cheshire Cat's I-know-something-you-don't-know grin.  It's an answer that doesn't answer the question.  The reason's why he's observing and to whom he reports his observations are, outside the fact that it's to and for Babylon City, total unknowns.  Mention of that place's name is enough to put even the upper echelons of Lower Town on edge.  Even Raitei wasn't powerful enough to broach that place.

But Kyouji polite about it and MakubeX is polite about it, so everybody else has no choice but to be polite about it, and everyone ends up distrusting each other in private.

Not that there's much even MakubeX can do to gainsay the situation.  Kyouji is on a par with Akabane in a fight.  His weapon of choice is as his last name (kagami= mirror) suggests-- mirrors.  By extension, glass.  He doesn't need to carry any around, being apparently capable of generating and reshaping it on the spot.  By far his favorite technique is "Diamond Dust".  Scattering untold billions of powder-fine glass shards, he can manipulate them well enough to create dozens of mirror images of himself in the thin glass fog.  What his opponents usually forgets to notice is that they are still razor sharp glass shards, and they are floating around in the breathable air.  One good whiff and your lungs are suddenly sliced to mincemeat.  If that doesn't kill you quick enough, they'll eventually start working into your bloodstream through your pores.  On the defensive side (not that he needs to use it much) is speed enough to match Akabane, and an ability to switch himself out with a mirror image in a blink.

Kyouji's got the hots for HIMIKO?!?!?!?  Well, that's what he's currently confessing to, anyway.  He makes another appearance in volume 22 of the manga, getting sent by MakubeX to give Ban and Himiko a hand.  However, the reason he agreed to go, as he flat out says straight to Ban's face, is that he's head-over-heels in love with Himiko and is there to help her in any way he can.  Her stubborn ingenuity in their fight way back during the "IL" mission apparently impressed him quite a bit.  He minces no words in admitting that he fell for her shortly thereafter.

...But Kyouji is one who's undoubtedly good at straight faced lies, and there's just something too far fetched about it to make me want to believe him right away.  It could just be paranoia on my part, though. Weirder things have happened in GB…
