Maguruma's Story
Maguruma is a professional Courier who makes a handful of appearances.  True to professional neutrality, he has been both ally, and (more often) enemy to GB.  Unlike Himiko, who delivers anything via whatever methods she can find, Maguruma is a more traditional type of courier, taking tangible goods to the target location via his vehicle of choice: a semi.  Yup, that's right.  A semi.  One that wouldn't look out of place at all on american highways, which makes it freakin' huge compared to anything Japanese.  And he's scarily good at driving it.  He can get that truck, full trailer and all, to do a jack-knife U-turn inside a two-lane tunnel for crying out loud!  His reputation is built on, again, more traditional standards.  Once that truck gets rolling, Maguruma doesn't stop.  At all.  Thence the name "Mr. No-Brakes".  Both his showdowns with GB (basically a semi vs. beetle driving contest) have been brought to a close by external forces, so it's never really stated who's the better driver with the better vehicle, Ban or Maguruma.  Personal opinion forces me to say that this particular matchup is one of the rare ones that Ban would lose.

Maguruma is a sporadic character at best, and has no spoilers as far as I know.  Nor has an official chara bio shown up in the manga yet.  I'm pretty sure he's from some unusual place in Japan, because he has an accent I'm not familiar with.
